The first difficulty is in obtaining the Social Security earnings history. The second difficulty is in performing the calculation itself. This paper explores the possibility of substituting a variant of the employee's final average salary for his or her Social Security Average Indexed Monthly Earnings 'AIME'. Description: The "Think Tank on Steroids" group at the DI and LTC Insurers’ Forum brainstormed about what the United States should do in order to deal with the impending Long-Term Care problem in the United States. The group’s ideal plan for dealing with Long Term Care can be thought of as a three-legged stool. The legs are private savings and assets (including tax-advantaged LTC savings accounts), Long-Term Care Insurance (including smaller, more affordable products), and support from the family. The Medicaid system ought to be reformed so that it is only available to people who have exhausted all other options. The ongoing Think Tank will continue this conversation and publish a white paper detailing the Think Tank’s solution to the problem.

Description: This is the English version of the research report, “Funding Public Health Insurance Plans Canada and Globally”. This report briefly looks at the actual health care funding models and metrics in seven countries (Canada, Sweden, France, Germany, Switzerland, the United Kingdom, and the United States) along with health care metrics for another 13 countries (20 OECD countries in total). This report also suggests a number of possible areas where actuaries could provide expertise to assist in the management of public health care plans.

Performed by Stéphane Levert, FSA, FCIA, the study (available in French and English) estimated the future costs of the Canadian health care system, assessed the sustainability of the system over a 25-year horizon, and analyzed the implications of the changes to the Canada Health Transfer proposed on Dec. 19, 2011 by the federal government. The report summarizing the findings indicates that, without significant government intervention, the Canadian health care system in its current form is not sustainable.
